It happened often to me to rent a room in really old houses, which the landlord had no interest to renovate or make more energy efficient (since he/she wasn't the one paying the bills). At the sametime time the tenants, who were maybe renting the room for a short time period, weren't interested in asking for improvements. Some measures (probably economic) that incentive landlords to upgrade the energy efficiency of the hoses can help to solve the issue
