Certification system for receiving funding for media, organisations, political parties, educational institutions.

Proper handling of hatred is very difficult to control and often falls outside the jurisdiction of the police or the judiciary. With a certification system, one could create financial incentives to ensure that media, or political parties adhere to the right handling of hate. There are rules and norms that you have to adhere to in order to get money. These rules are reviewed annually by the certification bodies and the certificate is renewed and the funding is adjusted. The certificate is a quality feature that appeals to consumers or voters. Appropriate guidelines/standards would have to be adapted for each sector of society. Such a certification system can be implemented as a complete management system, where on the one hand guidelines are laid down and on the other hand the problems with hatred are collected and brought back to the headquarters. It would be possible to roll out in large parts of society, such as the media, organisations, political parties, schools, companies, associations and even families. In this way, one could fight hatred sustainably in the EU and ensure that the financial means to combat hatred are properly used. As a best practice example, I would see here the management system of organic farming. There, even at the smallest organic farms, the working methods are checked annually by certification bodies. The judiciary or the police don't have to worry about it.
