Establishing a common European rail ticketing system
Mobility within the EU is one of the fundamental pillars for the free movement of persons; however, citizens still face multiple barriers such as the lack of tariff harmonisation or the fragmentation of systems and means for obtaining a transport ticket in different countries. Each country has its own ticketing systems, different operators that are not obliged to cooperate with each other and differences in travel conditions. It is in this context that we propose the creation of a single European rail ticket, which would allow citizens to travel throughout Europe with a single transport ticket, with the possibility of integrating the European rail market and facilitating access to the population through a unified digital system that allows managing reservations between different railway companies from different countries. The proposal is based on Article 26 TFEU and on Directive 2012/34/EU. One of the most significant obstacles is the lack of interoperability of trains (differences in electrification systems and track gauge). Therefore, it is essential to advance in the unification of railway infrastructures and fully implement the ERMTS. This proposal is accompanied by a competitive pricing policy regarding low-cost flights, which are more harmful to the environment. Finally, more integrated and accessible mobility will reflect EU values.
