  • +The Blue Manifesto, backed by over 140 organizations calls for the creation of an EU Ocean Fund to replace the fragmented EU funding for the ocean and support a holistic, sustainable approach to maritime policy. This fund aligns with the EU Ocean Pact’s goals, aiming to bridge maritime sectors like fisheries, shipping, tourism, and offshore energy. It proposes two main pillars: protection and restoration of marine ecosystems and a just transition to a low-impact and regenerative blue economy.
  • +The current EU budget is inadequate, with harmful subsidies exceeding biodiversity funding and no binding rules to support conservation. The new Ocean Fund should ensure compliance with EU laws, apply the Do No Significant Harm, Environmental Compliance, Precautionary, and Polluter Pays principles, and fund only activities that benefit biodiversity and sustainability.
  • +Priority-setting mechanisms for the EU Ocean Fund should foster the just transition to a low-impact blue economy by evaluating projects against clear environmental, social equity, and economic transformation criteria. Priority would be given to reducing ecological impacts, such as promoting low-impact fisheries, a nature-positive energy transition at sea, and sustainable aquaculture while conserving marine biodiversity and fostering climate resilience. Social equity should be central, favouring projects that safeguard jobs, and facilitate skills retraining for workers transitioning from high-impact to low-impact sectors
