Reports of helplessness in attacks on 7 April in plenary.

Moin, after the reports of attacks, the subsequent helplessness and the disregard of the police, I would like to make the following proposal: The victims, according to the statements, were not taken seriously by the police, considered the deeds less serious, and apparently sent home unfinished things, even though criminal acts have been presented here. In terms of consumer protection, we already know the ombudsmen who offer protection and HIlfe in the member states and also as an EU institution. My proposal is to set up an ombudsman in the EU countries and, in addition, as an EU institution for aid when states or their institutions refuse to provide legitimate assistance in the event of attacks. Those affected should then have the right not only to ask the EU institution, but also the ombudsmen in other Union countries for help and support. The norms of criminal law, e.g. insults, bodily injuries, etc., provide the framework here.
