When there was an effort for digitization and cybersecurity, there was a lot of funding available. However, a lot of regions and communities were not ready or were not able to use that funding due to various political or organizational issues. When they finally are ready to move forward with their digitization efforts, or when there is a need for cybersecurity, because delayed NIS2 transposition is finally in place, funding is not available, with the result that exactly the regions that need to be developed most have to do it with their own finances. Let's enable a way to fund basic to mid-level digitization and cyber efforts, especially in small and medium businesses that are the backbone of the EU economy.
