This webinar will focus on Communities in Action, a key initiative within Cascais’ innovative public policy framework, presented by Carla Nunes Semedo, City Councillor at Cascais Municipality, where she leads initiatives in social cohesion, urban development, and inclusive public policies.

The Communities in Action programme addresses critical challenges in urban and social cohesion, particularly in areas affected by poverty, exclusion, and structural vulnerabilities. It promotes integrated and collaborative approaches that bring together local government, civil society, and public entities across sectors, including culture, employment, education, health, and social security.

The initiative’s primary goal is to foster urban regeneration and social inclusion in vulnerable areas through synchronised, community-driven solutions. By reversing persistent patterns of social fracture, it creates meaningful and lasting impacts in fragile communities.

This work is part of a broader multimodal ecosystem, involving partnerships with social agents, academia, and health actors, all working intersectorally to promote equity, urban cohesion, and social inclusion. It exemplifies Cascais’ commitment to sustainable and inclusive urban development through a collaborative Local Social State Network.
