A federal budget with own funds
The EU must move out of the "state of minority" in which it finds itself at international level, finally becoming a federal structure, with greater democracy and with a budget financed by its own means. In particular, the EU must be able to rely on its own tax revenues and, above all, it must be able to issue debt securities (well beyond the limits currently provided for by NextGenerationEU). Naturally, such a budget must be accompanied by a democratisation of the European (federal) institutions, giving greater powers to Parliament and transforming the Commission into a genuine federal government under the control of the European citizens.
