A fruit and vegetable producer who uses the same energy as a producer of alcoholic beverages or cigarettes, must pay less, because his product is more useful to society or, otherwise, products such as cigarettes and alcohol are harmful, and it is not fair that they pay for energy at the same price as those who do something useful.
