Amendment of Article 3 and Article 4 of the Treaty on the Functioning of the European Union, discarding the letter i) “energy” from Article 4 and moving it to Article 3 as a point f, in order to confer exclusive competence in the field of energy by the EU, allowing binding decisions to be made vis-à-vis states, allowing the production of common legislation and determining the complete revision of this Treaty, initiating a European constitutional process.
