At present our EU is a partial union of countries, where the legacy states hold the power. This promotes separatism, difference, othering & is counter to this policy's aims.
The archaic European Council, Council of Ministers, ... entrench the legacy coubtries in the structure of our EU. These countries are not the cultural entities tht people really belong to and represent the past, not the future. Most existing countries, not to say all are the result of war, conquest, rape, pillage, occupation that continues to this day. Our EU is the only proto state or state created and run by concensus. The US was at inception, but after their civil war, slavery, corporate oligarchy, ... it certainly is not now.

To achieve an EU of Citizens, means to have one democracy accross our EU, sub dividing it into our existing EU constituencies and delegting as much power as possible locally as possible. This means that anything that only affects locally in one EU constituency is decided in that constituency. If it affects two contiguous ones: roads, airports, ... should be decided by both of them together. Anything affecting more than two should mostly be decided at EU parlimentary level. Every 4-5 years minimum, run local, EU constituency and EU parliament elections directly. EU parliament then selects their new non MEP incoming president from the population and approves their commission, separation.of legistlative and executive to reduce power.
