What if democracy fails?

Dorestc to contribute through a series of questions. Suppose in a country hatred is normalised, and most citizens adopt a homophobic, transphobic or racist stance. If democracy pursues the will of the majority how can it diminish the hatred in society under these conditions? How do you get rid of hate if people hate? Wouldn't that be against their will? Wouldn't that be an attack on the definition of democracy? Also, if the answer to these questions is education, how do you educate an entire population from scratch on a topic they don't want to hear about? What other democratic means do we have? Could we diminish hatred by understanding the mechanisms by which it arises? Doesn't it all start out of fear? What in our societies is fueling this fear? What reforms could we adopt? Is it the political interest of factions to fuel this fear? If so, what are these factions following? Profit? Power? What if the profit was no longer an interest? What if money was no longer a source of power? What do we put in return?
