New own resources for the European budget

The European budget needs new own resources, both to support the Next Generation EU (NGEU) recovery plan and to strengthen Europe's fiscal capacity. The Commission's proposals concern: • Reformed ETS: extension of the Emissions Trading System (estimated revenue €19 billion/year) • CBAM: Carbon border tax (€2.1 billion/year by 2030) • Taxation on multinationals: reallocation of part of the profits (€2.5-4 billion/year) • Plastic tax: (€6.2 billion/year) • Corporate profit tax: Temporary contribution from companies (€16 billion/year) Although the resources proposed by the Commission may bear the costs of debt issued for the NGEU, they may not be sufficient to finance all the investments needed for European public goods. Therefore, the identification of new additional own resources is essential. Our proposal provides for other possible own resources: - a surcharge on gambling, from 10% on the volume of winnings (€50 billion/year) - a surcharge on cigarette consumption, from 0.05 € per cigarette (€20 billion/year) - a tax on financial transactions (€23 billion/year) - gender-pay-gap (GPG)-based own resource (€4.8 billion/year) - food waste-based own resource (€5.2 billion/year) urly.it/314wpz ENGLISH: urly.it/314wp-
