Offgrid resilience for EU (electrical) power distribution networks

At present, modernising Europe's power grids - designing the desired architecture, systems and their construction - is not keeping pace with the needs. This creates structural backlogs with a risk of long-term power outages. I propose that the EU develops a standardised policy for resilience of the power grids, in particular in the event of imminent or actual blackouts. Where the starting point is that connection provides assurance (current does come from somewhere else), this system does not work if those connections themselves fail due to nuisance, sabotage or other crisis circumstances. A missing building block is that parts of the networks must be able to restart independently, continue running and provide continuity. On a micro level this is already possible, in many places there are enough solar panels / windmills for a daily endowment of energy and linked to battery systems or other resources these emergency power facilities. In exciting times, it is essential that these become the widely accepted standard for buildings and especially for public utilities (services). So far, too little attention has been paid to resilience among end users. With targeted policies, incentives and standards, the EU can make itself much more resilient to crises caused by political instability, sabotage, natural disasters and everything that threatens our energy supply.
