Reduce Software Dependencies of the Public Sector

Together European public bodies pay billions in license fees for their software dependencies on standard products such as Microsoft Office. A small percentage of that public money spent should be devised to promote the development of their open source market challengers, for instance Libreoffice of the Berlin-based Document Foundation. When administration pays 200 Million Eur for their license fees they shall also devise 4 Million Eur (2%) to promote the open source challengers' development. Strategic investment in challengers will pay off as unchallenged software dependencies translate into price hikes of two digits anually in procurement (see also the Vmware increase of license fees).
