A budget that lives up to the EU's ambitions
The EU must have a budget commensurate with its ambitions to pursue a strong cohesion policy and reduce disparities between regions, ensuring food security for its citizens both through the two pillars of the CAP and the EMFAF. This does not require a single national plan, but clear policies with dedicated and ambitious budgets. The EU must equip itself with the necessary means to increase its budget and allow regions to carry out projects that respond to territorial specificities within the framework of a local democracy. A single national plan risks flouting this local democracy and further complicating things. It is also necessary to simplify the implementation of European programmes by establishing a principle of legitimate expectations vis-à-vis the managing authorities. We need more flexibility, but that does not mean putting all policies in the same basket.
