The main problem of European programming is that often the expenditure is delegated to Member States that do not have the staff or experience to implement the programs, create calls, involve stakeholders (eg NextGenEu). Personally, I have never seen my Italian Public Administration as an interesting place to work. To gain experience in the institutions as graduates with the aim of being recruited in the PA afterwards in their own country to implement those programmes (ad hoc training), in a massive way, not only with the ‘National experts’. Starting from an experience in the institutions and then being sent to the member country to implement in Ministries, Chambers of Commerce ... Then, with regard to companies, in the same way we must involve them in European policies with specific traineeship / direct experiences (eg training program to apply for COSME, HORIZON ...) so that from pure lobbyists or disinterested they become really ambassadors, starting from young people, who will try to change the mindset of the administrator of the small SME (The EU is made up of more than 90% of SMEs). In other words, an efficient European budget depends on the people who implement it in the states, to date the EU is perceived as distant, difficult to understand, quirky and we should change this. Finally, the European budget should focus on people's personal development and also take into account mental health with support programmes at all levels.
