3. Transport actions that could be promoted by the C. Intergenerational Justice together with C. for Transport and Tourism: A truly European railroad
The mobility sector is currently one of the sectors that is proving most difficult to decarbonize: it is one of the largest emitters of greenhouse gases and has achieved the least reductions in recent decades. Emissions from international aviation and shipping are also expected to continue to increase. This is therefore a key sector in order to be able to reach the Paris agreements. The EU commissioner for transport and tourism has a relevant role to play in achieving this goal, as shown by the responsibilities assigned to him, and the Commissioner for intergenerational justice could work with him to help reduce emissions in this key sector to achieve a connected and decarbonized Europe.
Below a couple of proposals that the Intergenerational Justice Commissioner could promote together with the Commissioner for Transport and Tourism:
Proposal 1: We need a truly European rail system: To build it the EU must adopt a new strategy:
Define an ideal day/night direct and cabotage rail service and propose to carry out this service to national operators in collaboration with each other or alone. If they refuse, the EU should call for international tenders with economic incentive.
It should also consider owning a fleet of trains to lease to operators. After 30 years of failed liberalization, it's time to shift the model so rail can truly belong to the whole of Europe and play a fundamental role in the decarbonization of our economy and in the policy of zero climate emissions.
