These series of dialogs, from local to national level, should feed into the EU policymaking process. The results should be taken into account in each annual policy cycle through a clear feedback loop. Participation should be optional, except for those receiving EU funding, for whom it should be compulsory. The mass consultation would take place by post, while the local and national forums would be held face to face. As these annual consultations would be costly, we suggest funding them through tax-deductible support from business organisations, while ensuring independence in funding.
