Systematic and independent monitoring of pollinators to assess the current population status and overall well‑being of pollinators.

This monitoring should 

  • Measure their abundance and richness and assess improvements linked to the conservation measures being implemented.

  • Analyse the relationship between the implementation of protection measures and the status of pollinator populations.

  • Provide a transparent, outcome-based framework where farmers are incentivized to improve biodiversity and pollinator habitats, 


This monitoring must ensure equitable treatment and measurable ecological benefits across the EU. It could lead to financial incentives based on the efforts that contribute most effectively to pollinator conservation and overall ecosystem health. This approach ensures that agricultural and land-use practices are aligned with measurable ecological outcomes.
