An independent civil society body to monitor conflicts of interest in funding allocation
There needs to be an independent body consisting of civil society organisations to support funding allocation.
This body would be responsible for giving recommendations to EU institutions. These recommendations would be binding, and failure to comply with them would result in consequences. It would have enforcement power.
