Justification: Our society has witnessed one of the greatest pandemics of the last century: COVID-19. As a consequence of this sudden catastrophe (for which the world was unprepared) serious shortcomings in the preparedness of healthcare systems became evident; specifically, we want to mention the lack of protective equipment such as masks, gloves and disinfectants across Europe.

Actions:
Permanent European Stockpile: Creating a central reserve of essential PPE and disinfectants to be distributed equitably across all 27 member states during emergencies.

Mandatory National Reserves: Implementing minimum stockpiling requirements for each individual member state to ensure a baseline level of readiness, backed by the broader European reserves.

Medical Supply Production Strategy: Launching a strategic initiative to boost internal manufacturing of critical equipment (like ventilators and masks) through public-private partnerships. This aims to reduce external dependency and ensure regional self-sufficiency.

Wanted outcome: A European Union capable of facing public health crises autonomously and efficiently, guaranteeing that no member state is left without essential medical supplies due to external supply chain disruptions or geopolitical pressures. Through shared stockpiles, mandatory minimum reserves, and reinforced domestic production capacity, the EU aims to ensure a swift, equitable, and coordinated response in times of emergency, strengthening solidarity among member
