Towards a European Constituent Process

The debate on preparedness for natural disasters or war-related disasters cannot be undertaken without addressing a space for reflection on a European constituent process that gives the European Union a genuine Constitution in the classic sense of the term. This would allow for a clear identification of the Union's governing bodies, their accountability to the European Parliament, a state-like separation of powers and a federal system of distribution of competences. For the purposes of preparation, this new Constitution should allow the adoption of exceptional states in an agile and effective manner, which legally supports the restriction of rights (for example, mobility), the mobilization of resources (health, emergency or civil protection) and the design of rapid and unified responses, without prejudice to the necessary collaboration with the territorial authorities closest to the citizenry. In short, a new European constitution would make it possible to clarify the level of exercise of power in which the European Union has become, making it more understandable, more powerful worldwide and, above all, more democratic, also with regard to decision-making in the field of preparation.
