Without clear and unified messages, the EU risks appearing fragmented, which can leave it more vulnerable to external pressures and contribute to slower decision-making in responding to foreign policy issues.
A more unified approach to EU foreign policy can facilitate faster decision-making and foster greater consensus on complex policy issues. To address this, policymakers should prioritize collaboration and work toward timely, well-considered decisions that serve the interests of EU citizens when a crisis emerges.
