Hybrid Threats (Cyber security, Disinformation, foreign interference)
As part of preparedness, it is vital to ensure that we build a setting of a whole community engagement. However, we need to ensure there is a sentiment and accessibility for the community to come together as a whole and work together. It is vital to ensure intergenerational co-operation, bringing in the difference of skills, experiences and ideas and through open spaces, invest in learning and sharing - within spaces like school, universities to local municipalities, rural councils and move further up going national and EU level. Within spaces like this, through non formal and informal learning, communities can share how they address past risks and threads, resources and mechanisms needed or that can be further advanced, while also providing opportunity to up skill and lead activities within a lifelong learning strategies.
