The EU is currently undergoing a crisis of the Rule of law, with member states violating the fundamental values of Article 2 TEU.

This is why, it is necessary that the next EU budget includes the financing of programs that contribute to the development of a democratic and rule of law culture across the member states. This would allow for a greater protection for key principles such as judicial independence, freedom of expression and non-discrimination.

In order to do this, the budget should create a fund that supports independent monitoring organisms, ensuring the non-interference from political bodies, while also financing public campaigns and university programs that promote democratic values.
The fund should also be used to support independent journalism, NGO's and youth engagement programs.

Maintaining a democratic culture across the member states is fundamental to guaranteeing the future of the EU, as it is an essential component of the European project.
