To date, two important measures promoted by the European Union are energy communities and white certificates. These measures are totally separate to date; CERs affect citizens, despite the need for distributor support; white certificates affect energy distributors. Integration of the two policies represents an interesting opportunity and could take place by making CERs eligible projects from the white certificate mechanism.
